Demolition has begun!

What’s the latest with the Rozelle Village project?

Heworth and their development partner PERIFA are progressing with planning and preparation for construction at the Balmain Leagues Club site.

Demolition began on 1 October 2024!

The development will include a mix of high-quality apartments with unrivalled views of the Sydney skyline, a vibrant Town Square including a range of new food and hospitality venues, a community art studio, a new state-of-the-art Wests Ashfield Leagues Club and a sophisticated retail precinct anchored by a full-line supermarket and series of activated laneways.

Provision of Affordable Housing

While Heworth and PERIFA are still in design development of the scheme it is estimated that the provision of affordable housing will likely include up to approximately 59 affordable housing apartments, making the total scheme approximately 227 apartments. Read on below to find out more about the Government’s affordable housing program and what this means for the Rozelle Village project.

Demolition updates at Rozelle Village

  • We will post updates on the progress of the demolition works, including any major milestones, upcoming works that may impact the community, and any additional traffic or noise considerations.

    Noisy works will generally be occurring on Monday to Friday between 8-11 am and 2-5 pm during the demolition phase.

    • Week of 30 September: Demolition to commence. Initial focus on car park demolition on Waterloo Street side. Expect regular truck movements via Victoria Road.

    • Week of 7 October: Carpark demolition continuing. Potential use of High Reach Excavator for Main Club demolition. Additional scaffolding may be installed in the laneway. Increased truck movements are expected along Victoria Rd. An extra excavator may be floated via Victoria Rd.

    • Week of 14 October: Carpark demolition continuing. Demolition of main club structure with high reach excavator will begin. The load out area is still being prepared. A 48 ton excavator will be delivered via Victoria Rd. Loadout of waste will occur throughout the week via Victoria Rd - 4 movements / day / per truck (1 truck currently). A 13 -20 ton excavator may be lifted via crane on to Level 2.

    • Week of 21 October: On Wed 23 Oct, the crane will lift machinery onto the Level 2 slab. The demolition of the roof structure continues, as well as the demolition of Level 2 perimeter walls. We may strip scaffolding along the laneway. Loadout of waste will occur throughout the week via Victoria Rd - potentially up to 4 movements / day / per truck (1 truck currently).

    • Week of 28 October: The demolition of the roof structure continues, as well as the demolition of Level 2. Loadout of waste will occur throughout the week via Victoria Rd - potentially up to 4 movements / day / per truck (1 truck currently).

    • Week of 4 November: The demolition of the Level 2 slab of Main Club Structure. The noisy works (e.g. hammering),  will be between 8 am - 12 pm and 1 pm - 4 pm. Continue load out of material from Victoria Rd. Currently using 3 trucks with potential for more later in the week. (Up to 4 movements per day per truck)

    • Week of 11 November: The demolition of the Main Club structure continues. The noisy works (e.g. hammering),  will be between 8 am - 12 pm and 1 pm - 4 pm. Continue load out of material from Victoria Rd. Currently using 3 trucks with potential for more later in the week. (Up to 4 movements per day per truck).

    • Week of 18 November: The demolition of the Main Club structure continues. We will begin the demolition of “Butchers”. The noisy works (e.g. hammering),  will be between 8 am - 12 pm and 1 pm - 4 pm. Continue load out of material from Victoria Rd. Currently using 3 trucks with potential for more later in the week. (Up to 4 movements per day per truck).

    • Week of 25 November: The demolition of the Main Club structure and the former butchers building continues. The noisy works (e.g. hammering),  will be between 8 am - 12 pm and 1 pm - 4 pm. Continue load out of material from Victoria Rd. Currently using 3 trucks with potential for more later in the week. (Up to 4 movements per day per truck).

    • Week of 2 December: The demolition of the Main Club structure continues, now working towards the laneway. Trees next to Butchers on Waterloo St will also be removed. The noisy works (e.g. hammering),  will be between 8 am - 12 pm and 1 pm - 4 pm. Continue load out of material from Victoria Rd. Currently using 3 trucks with potential for more later in the week. (Up to 4 movements per day per truck).

  • Q. When will the demolition works take place?

    • 1 October 2024: Demolition begins.

    • Early October 2024: Installation of hoarding and scaffolding on Victoria Road.

    • Mid-October 2024: Demolition of the car park (Waterloo Street side).

    • Early November 2024: Demolition of the main building (Victoria Road side).

    • Late November 2024: Final demolition of substructures.

    Q. What steps were taken to prepare for the demolition?

    In preparation for the demolition, several steps were taken to ensure the project ran smoothly:

    • June 2024: The demolition works were tendered to Tier 1 contractors.

    • July 2024: Metropolitan Demolitions was appointed as the preferred contractor.

    • August 2024: All regulatory requirements were satisfied with the Private Certifier (PCA).

    • September 2024: Final preparations were completed in collaboration with Council staff, and all necessary permits and approvals were secured.

    Q. What safety measures are in place?

    To ensure the safety of local residents, businesses, and workers, we are implementing several precautions:

    • Dust control: Water sprays will be used to manage dust during demolition.

    • Noise reduction: Scaffolding with mesh coverings and noise barriers will be installed around the site.

    • Traffic management: Trucks will use Victoria Road as the main entry and exit point, minimising disruptions to residential streets.

    • Working hours: Demolition will occur from 7:00 am to 5:00 pm, Monday to Friday. No after-hours work will take place unless it is an emergency.

    Q. What should I expect during the works?

    • Heavy machinery: You will see large demolition equipment, such as excavators, especially during the early stages of the project.

    • Noisy works: The demolition of the car park (mid-October) will be the noisiest phase for residents on Waterloo Street. Demolition of the main club building will be noisier for residents and businesses on Darling Street.

    • Temporary changes to traffic: Some minor traffic management measures will be in place, particularly around Victoria Road. Please check for updates on any road closures or traffic changes.Description text goes here

  • We will work to minimise any impact on local roads and traffic flow. However, there will be temporary changes to traffic conditions on Victoria Road at times during the demolition process. Pedestrian access around the site may also be restricted during certain stages of the demolition.

    Please check back here for the latest traffic updates:

    • Early October: Installation of hoarding and scaffolding on Victoria Road may cause temporary lane closures.

    • Mid-October: Increased truck movements as materials are removed from the site. All heavy vehicles will access the site via Victoria Road.

    • Late November: Final demolition of remaining substructures, with potential short-term road or pedestrian access interruptions.

Inspired by Rozelle

  • Forming the central point of this development is the exciting return of the new state-of-the-art Wests Ashfield Leagues Club. The Club is likely to become an iconic place for dining, sport and entertainment in the Inner West, providing a family-friendly environment, with a diverse range of bistros, bars and places to choose from.

  • A thriving village square sits at the heart of the Rozelle Village precinct, forming the central hub of Rozelle. The new village square will be large enough to hold tailored events for a large audience but small enough that children, young mums and senior citizens alike will feel comfortable and cosy in the well-appointed space.

  • Adjacent to the village square will be a vibrant, family-friendly retail precinct.

    Foremost, it will be a destination for food lovers, where casual outdoor dining will intertwine with landscaped perimeters of open public space along with the area’s first full-line supermarket.

GOVERNMENT’S AFFORDABLE HOUSING PROGRAM

Heworth and PERIFA are currently preparing a State Significant Development Application in accordance with the in-fill affordable housing State Environment Planning Policy (Housing) 2021 (Housing SEPP). If approved, Rozelle Village will be one of the first significant state projects (over $75 million) to deliver on the Government’s affordable housing policy. It will be a unique, landmark development for the Balmain Rozelle peninsular; the only development to incorporate affordable housing of its scale, and offer a considerable contribution to Sydney’s housing shortfall.

BENEFITS OF AFFORDABLE HOUSING

According to the Inner West Council’s Affordable Housing Policy, many residents of the Inner West are living in housing that is not affordable, due to spending more than 30% of their gross household income on rent or mortgage payments.

This project will help support Sydney’s Inner West affordable housing shortfall by providing a diverse range of housing, bringing much-needed essential workers and frontline workers such as healthcare workers, emergency service workers and education & social care workers into the Balmain Rozelle area.

The development is set to deliver a revitalised community that will add to the economic activity of the area, stimulating the revival of surrounding buildings and retailers.
